Richard Angell

Richard has extensive experience of investigating and reporting upon weathertightness failures in New Zealand, to both standalone and multi-unit buildings.  Richard frequently appears as an expert witness for plaintiffs as well as defendant parties in weathertightness legal claims having attended numerous private mediations, Judicial Settlement Conferences, Expert Conferences and Adjudications.

Richard also has experience in the management of remedial repairs, having acted as Engineer to Remediation Contracts under the New Zealand Standard NZS3910: 2003.

Richard has experience in numerous other aspects of building surveying in New Zealand, having undertaken numerous due diligence surveys, schedules of condition surveys, Building Compliance inspections and long-term maintenance plans for multi-unit properties.

Prior to locating to New Zealand in 2006, Richard worked for a UK firm of Building Surveyors, Quantity Surveyors and Project Managers, where he gained experience in the wide range of duties a Building Surveyor undertakes.

During his time in the UK Richard became responsible for all duties associated with contract administration, including chairing project meetings, issuing contract administrators instructions and certificates, raising interim valuations and producing final accounts for a number of large ( up to £1.2 million) refurbishment projects for local authorities and housing corporations.

Other projects that Richard was involved in included dilapidation surveys on national rail stations, pre-purchase inspections of residential properties and preparing specifications and tender documentation for various alterations, refurbishments and remedial works/upgrade works for compliance with the Disability Discrimination Act 1995.

Qualifications

  • Building Surveying Bachelor of Science Degree with Honours
  • Student Member Royal Institution of Chartered Surveyors (RICS)
  • Registered Member of the New Zealand Institute of Building Surveyors (NZIBS)
  • Certified Weathertightness Surveyor (NZIBS)
  • Weathertight Homes Resolutions Service (WHRS) Assessor.
